I think the freshmen are just the scapegoat. The issue here is that the admission office ended up admitting too many students. The amount of students admitted in 2019 was a pretty good benchmark to use for the amount of students that should be admitted. There’s no reason for the hallways and elevators to be this crowded. Not only that, the cafeteria in the NVC is still undergoing construction.
