I think you’re wrong, but I understand your frustration.

  1. You are not considering that a person ate, drank their coffee, and then stayed because they thought it may be stupid to go to the library if they had class in an hour or two.

  2. People may not have a place to snack, chill, or talk, with their friends. The cafeteria is a better place than the library to do that.

I think any seating area except the library, should be used freely. It’s the school’s fault because they keep increasing admissions without considering congestion. So, I get why you are annoyed.
