The 2.0 GPA minimum to graduate with a Bachelor’s is a CUNY-wide rule. Your Registrar’s Office, nor even the President of your college, has any authority to waive this requirement, and if they were to then they could face disciplinary action. You will have to either take more classes to boost your GPA (I suggest retaking courses you got Fs in - they must be JJ courses and you must repeat them at JJ), or petition for grade changes to boost your GPA. Edit to add: Going to Commencement and actually officially graduating are two separate things. No one is officially graduated at Commencement.
